We use Adobe InDesign and our seniors learn the program and design the entire book over the course of their senior year. They will all have had a Digital Photograhy course and have used Photoshop in a separate course prior to taking yearbook, though. It takes a fair amount of energy and time to implement, but they have total control over the result and so are invested pretty deeply in the result.
